De film Brother laat de kijker geloven dat de grootste criminelen mensen met de beste manieren kunnen zijn, oftewel gangsters met respect. Yamamoto (Takeshi Kitano) wordt verstoten door zijn Japanse maatjes en gaat in Los Angeles op zoek naar zijn halfbroer. Deze blijkt zich in een onbeduidende ‘gang’ te bewegen van kleine drugshandelaren. Yamamoto ontfermt zich over deze groep en leert hun de kneepjes van het vak, zoals hij deze in Japan heeft opgedaan. Zijn input is zo succesvol dat het vooralsnog onbekende criminele groepje uitgroeit tot een ware criminele organisatie die de straten van Los Angeles domineert. Vol respect voor autoriteiten en elkaar distantiëren zij zich van de typische Amerikaanse gangsters. Maar criminelen zullen zij altijd blijven.
